First I do believe you that it was there in the past, but looks like they updated then functionality. Hiding options which are not applicable anymore (so no discounted game, no discount option). You could easily check it yourself, check which game(s) are on sale, remove them (if not too many) and you will see, yo don't have the discount option anymore/
